Usually not. Mildew on the back of a rug that sat on a damp floor washes out. Dry rot, where the cotton foundation has become brittle and cracks when you fold it, cannot be reversed.
Do you replace rug pads?
We do not sell pads, but we will tell you if yours has broken down into powder, which is common with cheap foam pads on radiant-heat floors.
